1 GENERAL INFORMATION
AND INSTRUCTIONS FOR BIDDERS
This part contains
general information on the Embassy of Canada Development Section
(which reports to the Canadian International Development Agency
(CIDA)), requirements and general instructions for the preparation
and submission of proposals.
1.1 Purpose of Request for Summary Proposal (RFSP)
The purpose of this RFSP is to select a Consultant (for interpretation
see CIDA 101 at http://www.acdi-cida.gc.ca
) to enter into negotiations with the Embassy of Canada Development
Section for a contract to provide the services described in the
Terms of Reference - Appendix A.
1.2 Inquiries
Questions relating to this RFP should be directed in writing to
the following address, no later than seven (7) working days prior
to the proposal closing date specified herein to allow sufficient
time to provide a response. Questions received after that time
may not be answered prior to the proposal closing date due to
insufficient time.

1.3 Requests for Additional Documents or Extensions
Requests for additional documents or extensions shall be forwarded
to the address identified above within the time limits specified
in the General Conditions (RFP) - see CIDA 102 at http://www.acdi-cida.gc.ca
(Time Limitations for the Request of Additional Documentation
and for Extensions to the Proposal Closing Date).
1.4 Addenda
If deemed necessary, additional information affecting the preparation
of proposals will be conveyed by means of an addendum to this
RFSP.
1.5 Proposal Preparation Costs / Contract Negotiation Costs and
Location
The costs, including travel incurred by the Consultant in the
preparation of its proposal, attending the interview and/or the
negotiation of the resulting contract will not be reimbursed by
the Embassy of Canada. It is anticipated that both the interview
and contract negotiations will occur in Beijing, China.
1.6 Proposal
Delivery, Closing Date and Time
DELIVERY: Proposals are to be sent ONLY to the address specified
on the cover page of this RFSP. It is imperative that the address
clearly identifies in bold, large print "EMBASSY OF CANADA
BID RECEIVING UNIT (Development Section)".
CLOSING DATE AND TIME: Subject to the Embassy of Canada Development
Section's "Delayed Proposal" provisions, proposals,
or amendment to proposals, will only be accepted by the Embassy
of Canada Development Section if they are received at its Bid
Receiving Unit, on or before the closing date and time indicated
on the covering sheet of this RFSP document.
RESPONSIBILITY FOR PROPOSAL DELIVERY: The Consultant has sole
responsibility for the timely receipt of a proposal by the Development
Section and cannot transfer this responsibility to the Government
of Canada. The Embassy of Canada Development Section will not
assume responsibility for proposals that are directed to a location
other than the one stipulated in the RFSP.
DELAYED PROPOSALS: A proposal received after the closing date
and time, but before the contract award date may be considered
provided the delay can be proven to have been due solely to a
delay in delivery that can be attributed to the Chinese Postal
Service (CPS), or to incorrect handling by Embassy of Canada Development
Section, after the proposal has been received in the Bid Receiving
Unit. The only piece of evidence relating to a delay in the CPS
system that is acceptable to Embassy of Canada Development Section
is a CPS cancellation date stamp, a CPS courier Bill of Lading,
or a CPS express post label that clearly indicate that the proposal
was mailed prior to the closing date, i.e., no later than midnight
the day preceding the proposal closing date. The Consultant is
therefore advised to request that CPS date-stamp his/her envelopes.
LATE PROPOSALS: It is the Embassy of Canada Development Section's
policy to return unopened bids received after the stipulated bid
closing date and time, unless they qualify under the provisions
of the Delayed Proposals clause above.
1.7 Proposal Presentation, Language and Number of Copies
PRESENTATION: The proposal will consist of a technical and a financial
component to address the services described in the Terms of Reference
in Appendix A. The technical and financial components are to be
presented in separately bound documents and should be provided
in two separately sealed envelopes with the name of the proposing
Consultant and the contents clearly marked. If the proposal includes
the use of Canadian Aboriginal individuals or firms as employees,
sub-consultants or suppliers, information regarding their use
should be outlined. (Form available upon request-- see 1.2 for
inquiries) and presented in the Consultant's proposal.
Finally, all copies/envelopes shall be put in an envelope also
bearing the Consultant's name. The envelope must contain the following

The Embassy of Canada Development Section encourages the use of
recycled paper and two-sided printing. Reduction in the size of
documents will contribute to the Embassy of Canada Development
Section's environmental initiatives and reduce waste.
OFFICIAL LANGUAGES: The working language for this project is English.
NUMBER OF COPIES: The Consultant's proposal is to be presented
in three (3) copies. Proposals remain the property of the Embassy
of Canada Development Section and will be treated in accordance
with the provisions of Canada's Access to Information Act, the
Privacy Act, and the General Records Disposal Schedule of the
Government of Canada to ensure that no commercial confidential
information is released.
FONT AND PAGE SIZE: Fonts used should not be smaller than Times
New Roman 11 point and the page size should not exceed regular
letter-size paper.
Proposals submitted by fax or e-mail will not be accepted.
2. MANDATORY REQUIREMENTS
This section contains the mandatory requirements, with which the
Consultant must comply. Therefore, Form A must be signed and attached
to the technical proposal certifying that the Consultant complies
with all the mandatory requirements. In the event of a discrepancy
between the wording of this section and the other sections of
the Request for summary proposal (RFSP) and/or CIDA 102 - General
Conditions (RFP), this section of the RFSP shall prevail.
Failure to
comply with all the requirements set out below will result in
rejection of your proposal. (See Form A)
2.1 Conditions
of Eligibility in CIDA 102 - General Conditions (RFP)
The Consultant must comply with the Conditions of Eligibility
in CIDA 102 - General Conditions (RFP). Among other things, the
Consultant must comply with the following Eligibility Requirements:
if the Consultant is an individual - he/she must reside in China;
if the Consultant is a profit organization - it must be a legal
entity and have a place of business in China; or
if the Consultant is a not-for-profit organization - it must be
a legal entity established in China.
Where the proposal is submitted by a consortium, joint venture
or other type of association, EACH member must comply with either
requirement (i), (ii) or (iii).
2.2 Financial Viability
The Consultant must be financially solvent and financially capable
to undertake the proposed contract work and to perform such work
and to undertake the necessary expenditures without anticipated
financial difficulties, and must be able to so demonstrate prior
to contract award.
2.3 Non-participation in Project Implementation
Where this RFSP relates to the evaluation, monitoring or audit
of a project, the Consultant, and all personnel and subcontractors
must not have been involved, jointly or severally, in the implementation
of this project, nor have been assisted in the preparation of
the proposal by any party who has been involved in the implementation
of the project to be evaluated, monitored or audited.
2.4 Validity of Facts
The Consultant must certify that each statement made with regard
to the proposal is accurate and factual, and that it is aware
that the Minister reserves the right to verify any information
provided in this regard, and that untrue statements may result
in the proposal being declared non-compliant, or in any action
which the Minister may consider appropriate.
2.5 Anti-Corruption Declaration
The Consultant certifies that neither the Consultant nor any of
the Consultant's officers, employees and subcontractors included
in this project proposal have been convicted, in the last three
years, by a court of law in Canada or in any other jurisdiction,
for an offence involving bribery or corruption. The Consultant
further certifies that neither the Consultant nor any of the Consultant's
officers, employees and subcontractors included in this project
proposal is currently under sanction for an offence involving
bribery or corruption imposed by a government, a governmental
organization or a development organization providing development
assistance.
If the Consultant or one or more of the Consultant's officers,
employees or subcontractors included in this project proposal
was/were convicted or sanctioned for an offence involving bribery
or corruption, the details of such convictions or sanctions must
be attached to the duly completed and signed Form H (available
upon request-- see 1.2 for inquiries).
3 PROPOSAL
CONTENT REQUIREMENTS
This part contains identification instructions, as well as the
rated technical and financial requirements of the proposal.
Consultants are invited to submit a proposal of not more than
eight (8) pages in length, addressing all of the requirements
of this Request for Summary Proposal outlined below. The proposal
should be concise and should contain only the required information,
which is necessary to present the services offered. Pages in excess
of the limit identified above, attachments and advertising or
promotional brochures will not be considered.
3.1 Identification of the Consultant
Since the Consultant submitting the winning proposal will be called
upon to negotiate with a view to signing the prospective contract
with the Embassy of Canada Development Section for the provision
of the services set out in Terms of Reference - Appendix A, it
is important to properly identify the nature of the Consultant.
The Consultant must provide a brief description of itself, which
shall include the following information:
name of the entity/Consultant
name of chief executive officer of the entity, if different from
name of Consultant
mailing address
telephone and fax numbers
size (number of employees) of the entity, if applicable
3.2 Rated Technical
Component Requirements
(NO FEES TO BE INCLUDED IN TECHNICAL COMPONENT OF PROPOSAL)
Sections 3.2.1 and 3.2.2 below shall be individually rated.
Section 3.2.3, "Reimbursable Expenses", will not be
directly rated, but may be used to assist in the rating of the
methodology in terms of logical consistency.
3.2.1 Expertise and Experience of the Consultant
The Consultant shall include a current resume not exceeding four
(4) pages in length in the format included in FORM D, for the
proposed individual. The Consultant shall clearly demonstrate
through his/her resume the expertise and experience that the individual
possesses, as per the requirements listed below, which form the
basis for the evaluation criteria specified in the Evaluation
Grid - Appendix B.
The project implies that the services would be undertaken by one
person. However, the methodology proposed may result in the bidder
having two or more people involved. CIDA is amenable to any solution,
provided it is cost effective. The proposal shall include the
qualifications and experience of each individual proposed. If
only one individual is proposed, the evaluation criteria will
be entirely assessed against that individual. If more than one
individual is proposed, CIDA will evaluate each individual on
all the criteria at a "alf-value"for two, or at a "hird
value" for three, etc.
The information provided by the Consultant in his/her proposal
shall be used to assess the Requirements listed below:
Requirement 1: Consultant's Qualifications and Experience ?Consultant's
appropriate academic qualifications such as a university degree
in a field relevant to the requirements to the project (for instance,
in political science, international affairs/development, business,
management); years of experience in managing and implementing
international development projects and years of experience working
in China.
Requirement 2: Experience in Responsive Programming - The proposal
shall describe assignment(s)/project(s) which clearly demonstrate(s)
the Consultant's experience in promoting and managing a responsive
program (including screening of proposals, liaising with partners,
preparing guidelines and workplans, monitoring, financial reporting
and reporting on results), as described in the Terms of Reference
- Appendix A.
Requirement 3: Financial Management Experience - Experience in
the development implementation and monitoring of financial management
systems.
Requirement 4: Experience in negotiating, contracting, coordinating
the work of others, report preparation and presentations.
3.2.2 Proposed Methodology
Based on the Terms of Reference ?Appendix A, and guided by the
Evaluation Grid - Appendix B, the methodology developed by the
Consultant shall respond to the following requirements. The Consultant
shall clearly describe in the proposal how the Consultant intends
to undertake the activities in the Terms of Reference - Appendix
A to achieve the expected project results.
Requirement 5: Project Management: The Consultant shall provide
a proposed approach to the assignment, which includes a description
of how he/she intends to undertake the assignment, as per appendix
A. (max 1 page)
Requirement 6: Level of Effort: The Consultant shall provide a
summary description of the major activities and the related the
level of effort as per Form C - Identification and Level of Effort
of Project Personnel - i.e, of the responsibilities and activities
of each key position/person in China assigned to the project identified
in the proposal, together with an estimate of person-days proposed
for each.
The proposal shall identify the basis upon which the level of
effort has been established (hours per day and days per week)
- unless otherwise specified, work days will be considered to
be based upon a 7.5-hour day and a work week of 5 days per week;
the proposal shall clearly identify which responsibilities the
Consultant will undertake and the type of arrangements, contractual
or otherwise, that will be made to acquire these services if it
is being undertaken by others (e.g. sub-contracting).
Requirement 7: Monitoring: The Consultant shall describe how it
intends to effectively monitor the Implementing Partners (i.e.
measure attainment of results, proper use of funds and client
satisfaction), control costs and quality and report on activities
and all other mechanisms proposed to ensure the successful implementation
of the sub-projects. (max. ?page)
Requirement 8: Information and Communication Strategies: The Consultant
shall describe the strategy it will use to manage and maintain
communication with the Implementing Partners and other partners,
troubleshooting between all parties, and handle the dissemination
of information. (max. ?page)
Requirement 9: Promotion of the Project: The proposal shall provide
a description of how the Consultant proposes to promote the project
in order to (a) obtain proposals for the implementation of sub-projects;
and (b) disseminate the results of the sub-projects and the project.

Requirement 10: Interview: The Consultant shall participate in
an interview conducted in English and Mandarin to provide his/her
analysis of the major challenges facing China in two out of the
five following sectors: basic education, health, environment,
rural governance and rights of disadvantaged groups.
3.2.3 Reimbursable
Expenses
(Always negotiable)
The Consultant must provide a list of the estimated reimbursable
expenses he/she will incur in China in the provision of services,
as described in Appendix A.
The basis on which the expenses have been established must be
consistent with the proposed methodology and the level of effort.
Notwithstanding the particulars of the following, the expenses
should be consistent with the Reimbursable Expenses section of
the Costing Principles contained in CIDA's General Conditions
(RFP) - CIDA 102.
Expenses could include the following:
* Cost of travel while on travel status within China, or elsewhere,
and the cost of other transportation, in accordance with the Treasury
Board Travel Directive of the Government of Canada.
* Accommodation, meals and incidentals in accordance with the
Treasury Board Travel Directive while on travel status.
* All other reasonable reimbursable expenses arising from the
performance of the services.
3.3 Rated Financial Component Requirements (TO BE PLACED IN A
SEPARATE ENVELOPE)
Please note
that reimbursable expenses, in Canadian currency, must be included
with the technical proposal.
The financial component of the proposal must include a comprehensive
and detailed breakdown of costs, in Canadian currency, involved
in the level of effort required to deliver the project described
in the technical component of the proposal. The format to be used
in presenting cost is provided in FORM E, "cost of Level
of Effort"To provide a common basis for the evaluation of
proposals, CIDA requires uniformity in the classification and
presentation of fees. Fees must be all-inclusive and reflect the
level of effort. Fees shall include direct salaries, employee
fringe benefits including paid and time off benefits, direct and
indirect overhead costs and profit as referred to in the Costing
Principles section of CIDA 102 - GENERAL CONDITIONS. The consultant
is required to incorporate any administration or management cost
as well as any perceived risk resulting from financial exposure
into the all-inclusive rates quoted for fees. Should there be
any inconsistency between the level of effort proposed in the
methodology and the level of effort used to calculate cost, CIDA
reserves the right to adjust the financial component to reflect
the level of effort proposed in the methodology.
3.3.1 Base Year Disclosure, Provision for fee Increases
The evaluation
of proposals will be made using the constant dollar presentation.
Consequently, cost estimates must be expressed in constant dollars
of the year in which the proposal is submitted. However, in addition,
the cost estimates shall also reflect separately the Consultant's
best estimate of increases due to inflation for costs in Canada
and in the recipient country. The consultant will be reimbursed
the actual amount for direct reimbursable expenses provided it
can be supported to CIDA's satisfaction.
Payment of all project personnel will be made on the basis of
the rates quoted by the Consultant and accepted by CIDA and may
be adjusted in accordance with CIDA's policy on Annual Fee Increases
under Multi-year Contracts. The application of this policy is
non-negotiable.
Unless CIDA policy to the contrary precludes it, rates are increased
annually: On the anniversary date of the proposal submission,
if more than one year has expired between the date submitted and
the date of contract finalization; or On the effective date of
the contract. The appropriate date will be determined during contract
negotiations.
3.3.2 Cost Breakdown of Consultant's Level of Effort
Fees for Project Personnel
When completing FORM E, the Consultant shall distinguish all personnel/positions
assigned to the project under the following categories: Local
professional staff; and Local outside consultants.
The Consultant shall quote an all-inclusive daily rate, as defined
in CIDA 102 - General Conditions.
CIDA will only pay for actual days worked including approved travel
time.
4. CONTRACT
PAYMENT AND SECURITIES
This part includes the proposed method of payment and holdbacks
that will be specified in the contract and lists the applicable
securities which the Consultant may be required to provide to
the Embassy of Canada Development Section (at ITS OWN EXPENSE).
METHOD OF PAYMENT: Unless otherwise agreed, the Consultant shall
be paid not more often than once per month, the fees and expenses
incurred by the Consultant during the previous month.
GUARANTEE FOR PERFORMANCE: The all-inclusive fees portion of these
payments will be subject to a ten-per-cent (10%) holdback. This
holdback may be released, subject to the satisfactory performance
of the Consultant as determined by the Embassy of Canada Development
Section, on an annual basis commencing at the completion of each
successive year of the contract (i.e. the holdback for the first
year may be released at the completion of the second year, the
second at the completion of the third year, etc.). Subject to
the provision of alternative security as specified herein, the
application of this holdback is non negotiable and will be conditional
upon the Consultant providing the Embassy of Canada Development
Section with a certificate stating that all the Consultant's financial
obligations to employees, subcontractors or suppliers in respect
of the services furnished under the contract, for the period covered
by the holdback being released, have been fully discharged. In
lieu of a holdback, alternative security in the form of an irrevocable
letter of credit (ILOC), as defined in CIDA's General Conditions
(RFP) - CIDA 102, may be deemed acceptable during contract negotiations.
The value of the ILOC must be equal to 10% of the total amount
of all fees possible over the duration of the contract.
5. PROPOSAL
EVALUATION AND SELECTION CRITERIA
This part outlines the Embassy of Canada Development Section's
proposal evaluation process, which is designed to ensure that
the Consultant whose proposal represents best value is recommended
for selection. Best value is defined as the proposal given the
highest total number of points for technical excellence and adjusted
for cost.
5.1 Evaluation Procedures
For purposes of evaluation, the technical component is awarded
a maximum of 800 points or 80% of the total possible 1,000 points,
and cost is awarded a maximum of 200 points or 20%.
Proposals will be evaluated against the evaluation grid, included
as Appendix B. the Embassy of Canada Development Section's policy
is to recommend the selection of the Consultant with the highest
technical score, adjusted for cost.
The technical evaluation takes into consideration the expertise
and experience of the Consultant and the soundness of the methodology.
The technical component of the proposal will be evaluated if it
complies with all mandatory certification requirements contained
in the above Section 2 MANDATORY REQUIREMENTS, of this RFSP and
will qualify if it achieves a score equal to or in excess of the
pass mark of 60%. Pass marks represent only what is minimally
acceptable to the Embassy of Canada Development Section.
A Consultant's financial proposal is evaluated only if the technical
component achieves a score equal to or in excess of the pass mark
of 60%.
Only certain costs are considered in the financial evaluation.
All personnel fees and salaries are considered, including fees
for Canadian support staff and local professionals. As previously
indicated reimbursable expenses will not be included in the financial
evaluation but will be used to assist in the technical proposal
evaluation. The reimbursable expenses are subject to negotiation
with the selected Consultant.
The financial proposal with the lowest cost will be awarded the
maximum number of points (200). The scores for all other financial
proposals are calculated on a pro-rata basis. For example, if
the proposed cost of Consultant "A" exceeds the lowest
proposed cost (Consultant "B" by 10%, Consultant "B"
will receive 200 minus 20 (10% of 200) or 180 points. If the proposed
cost of Consultant "A" exceeds the lowest proposed cost
(Consultant "A" by 100% or more, Consultant "A"
will get zero (0) points. The sum of the technical score and the
financial score is referred to as the adjusted technical score.
The Embassy of Canada Development Section reserves the right to
verify all information included by a Consultant in its proposal.
In all cases, the Embassy of Canada Development Section reserves
the right to cancel this competition and request new proposals.
Appendix A
Project description and Terms of Reference
Canada Fund for Local Initiatives - Coordinator (China)
Canadian International Development Agency
1. Background
The Canada
Fund for Local Initiatives or "Canada Fund" is supported
by the Canadian Government through the Canadian International
Development Agency (CIDA) and is administered through the Embassy
of Canada in Beijing. For 2009-2010, the total budget for the
Canada Fund is CAD$450,000.
The purpose
of the Canada Fund in China is to support small-scale community-based
projects addressing technical, economic, and social development
issues. The Canada Fund works with established provincial/regional
institutions, as well as other organizations in Gansu Province,
Qinghai Province, Xinjiang Uygur Autonomous Region, Tibet Autonomous
Region, Guizhou Province, and Sichuan Province. Projects in other
areas of China are considered on a case-by-case basis.
2. Scope of
Services
In order to
implement the Canada Fund for Local Initiatives, CIDA wishes to
engage a Consultant as the Canada Fund Coordinator, to be responsible
for the overall coordination of the Canada Fund China program,
i.e. managing the annual project funding cycle and ensuring that
on-going and existing projects are monitored and evaluated; handling
administrative tasks such as financial management, record keeping,
and report preparation; and, also undertaking networking and outreach
when possible.
2.1 Review
and become familiar with the rules and regulations governing the
Canada Fund and ensure that Embassy guidelines are up to date
and implemented;
2.2 Review
existing Canada Fund records and files to ensure that all documentation
is maintained in an orderly fashion and that a proper accounting
and records of previous Canada Fund programs exists;
2.3 Prepare
material describing the guidelines and purpose of the Canada Fund
and ensure that appropriate groups and organisations within China
are aware of the support available through the Canada Fund;
2.4 Work with
community groups, organisations, institutions and Ministries of
the Peoples Republic of China to identify and select appropriate
projects to be proposed for funding under the Canada Fund;
2.5 Assist
the organisations, as required, to prepare project requests, including
the necessary financial details;
2.6 Travel,
as required, to proposed or actual project sites to review and
evaluate project requests, projects in progress or projects that
have been completed;
2.7 Act as
a trouble-shooter, when required, and propose and implement remedial
action;
2.8 Assist
in the assessment of Canada Fund requests and prepare the necessary
documentation, so that proposals can be reviewed and approved
by the Canada Fund Committee;
2.9 Prepare all necessary end-of-projects reports, in the format
required by CIDA;
2.10 Assist
in responding to specific CIDA requests on the operation and control
of the Canada Fund;
2.11 Retain
the services of part-time sub-consultants, for example, a Program
assistant, a Monitor, and Translator/Interpreter, to ensure that
the overall objectives of the Canada Fund are achieved;
2.12 Financially
manage the Canada Fund Program in accordance with the Guidelines
for the Canada Fund for Local Initiatives;
2.13 Prepare
and submit for approval a work plan covering one (1) Canadian
fiscal year, from April 1 to March 31 of the following year. If
part of the fiscal year has already passed, the workplan must
cover the remainder of the fiscal year to March 31;
2.14 Respond
to inquiries about the Canada Fund received from outside the Canadian
Embassy, either in writing or verbally, as appropriate;
2.15 As required,
provide advice and analysis to CIDA/DFAIT on policy issues and
local conditions related to Canada Fund priorities;
3. Level of
Effort
3.1 If only one individual is proposed for the assignment, it
is estimated that the Consultant will require a commitment of
approximately 420 days for the next two (2) years. If more individuals
are being proposed for the assignment, the level of effort would
have to be estimated accordingly.
4. Deliverables
The Consultant will prepare the following documents in accordance
with standards identified by CIDA's Project Officer. These deliverables
are to be prepared in English only, in a format to be agreed upon
by the CIDA Project Officer, and submitted to CIDA's Project Officer
electronically via e-mail. All deliverables are to be submitted
on time, based on a schedule to be developed and mutually agreed
upon by the Consultant and CIDA's Project Officer. Key deliverables
include, but are not limited to:
4.1 Monthly work plan based on meeting convened between the Embassy
Officer and the Consultant to identify and define the tasks to
be completed for the following month and to review the work completed
and in progress for the preceding month;
4.2 Task Assignment Document (TAD) for each proposed initiative
will specify activities, expected outputs and/or deliverables,
milestones, level of effort required, and estimated start and
end dates;
4.3 Quarterly progress report based on the approved work plans
and TADs. The report will highlight requests for services, tasks
completed (shall include but not be limited to a list of projects
approved, minutes of Canada Fund Committee meetings, end of project
and/or Year-End reports, Canada Fund China Guidelines, etc.),
innovative initiatives, lessons learned, key issues, variances
to planned work and recommendations for follow-up;
4.4 Final Project Report detailing expenditures over the life
of the project and overall results achieved;
4.5 Other reports as required.
