Position Title: Locally Engaged Non-Immigrant Officer (NIO), LE-06/07
Closing Date: October 30, 2009
Starting Annual Salary: 225,223 RMB (no other benefits included, salary is non-negotiable)

Open to: Expatriates residing in China who are willing to relocate to Beijing at own expenses, and spouses/dependants of Canadian-Based Staff at the Embassy of Canada in Beijing. Preference will be given to Canadian citizens. If you are not a Canadian Citizen, please indicate in your application on what basis you are legally entitled to work in China

Candidates for formal designation must complete a minimum six months fully satisfactory employment at the LE-06 level, followed by successful completion of a training course in Ottawa.

Background screening is a requirement for candidates for formal designation to satisfy.

Designation is mandatory for this position.

Job Summary: Under general supervision, implements Canadian immigration policy and objectives; assesses and processes applications for non-immigrant visas and permits; prevents the travel to Canada of individuals in possession of fraudulent or fraudulently obtained documentation; provides management assistance and supervises staff; participates in research for the preparation of reports and studies on immigration-related issues; represents the immigration program in contacts with nationals, host country officials and international organizations; performs other duties as required.

MANDATORY REQUIREMENTS:

EDUCATION:
• University graduation from a recognized institution.

LANGUAGE:
• Ability to read, write and speak English fluently.

KNOWLEDGE:
• Knowledge of Chinese laws (i.e. family law, penal code), customs, and documentation.
• Knowledge of Canadian geography, labour market and educational system.

EXPERIENCE:
• Demonstrated experience working on a PC in a network environment, including experience using word processing and spreadsheet applications.
• Experience in dealing with the general public.
• Experience in working both independently and within a team to accomplish goals.

ABILITIES:
• Ability to analyze, evaluate, and exercise sound judgement in decision-making.
• Ability to adapt quickly to procedural and technological changes.
• Ability to establish effective interpersonal relationships within a team and supervisory relationships.
• Ability to plan and organize work flow and daily priorities.

OPERATIONAL REQUIREMENTS:
• Ability and willingness to work overtime on short notice, and to travel inside or outside the country as required.
SECURITY/RELIABILITY:
• A valid background check is required prior to appointment to this position. Capacity to pass background screening is required for formal designation. Capacity to secure Canadian Secret security clearance is an asset.

ASSET CRITERIA:
PREFERRED STANDING WILL BE GIVEN TO THOSE CANDIDATES WHO ALSO MEET THE FOLLOWING:

LANGUAGE:
• Proficiency in French (reading, writing and speaking);
• Proficiency in oral Mandarin.


KNOWLEDGE:
• Knowledge of Canadian immigration policy and procedures.


EXPERIENCE:
• Experience working in a diplomatic mission.
